Institutional strengthening of NRM


Although communities have been planning their resource management activities for years, there is little community level capacity in formal planning methods and no proven framework for integrating community-based plans into district level activities.

ALRMP II identified a need to clarify roles and strengthen the capacity of local institutions responsible for improved natural resource management in arid and semi-arid areas.

ALRMP II undertook the activity through traditional NRM institutions such as Deedha Councils and conventional ones like Environmental Management Committees (EMCs), Natural Resource Management Forums, Pastoral Associations (PA) and Community Development Committees to provide the main focus for community-based NRM within the project area.

Participatory Rural Appraisal (PRA) process was the starting point for community level NRM planning. This was done by the Community Development Committees, Environmental Management Committees, Natural Resource Management forums and pastoral associations.

Given the wide range of pressing needs at the community-level, especially water and other infrastructure, natural resource management issues surfaced as low priorities from a truly sector neutral PRA process.

However, as capacity and awareness building activities developed, there was more demand for NRM inputs. The initial NRM planning, therefore, fell on the districts rather than communities. It later evolved towards more community-based NRM planning as the project progressed, depending on increase in awareness.

Under this activity, the project financed programmes to increase community leader?s capacity in general planning, reporting and negotiation skills.

At the next level, the project strengthened the capacity of key members of the DSG and inter-community umbrella associations in general planning and project review, budgeting and evaluation in natural resource management. This was undertaken in conjunction with the CDD component.
