The ALRMP II Monitoring & Evaluation system is intended to help stakeholders at all levels routinely track the progress and performance of project components and activities, including quantity, quality, timeliness, and cost effectiveness of outputs delivered.
It also provides systematic means for periodic assessment of the relevance, adequacy, equity and sustainability of resultant outcomes and impacts.
Accountability for decisions and actions taken, and results achieved in relation to resources used, from the standpoints of the World Bank, the Government of Kenya, and civil society at large, is accordingly provided for. Main objectives of the M&E system for ALRMP II are summarised as:
-
Meeting management information needs at various levels.
-
Assessment of project progress, performance, and impacts and feedback to project management and other stakeholders at critical points of the planning cycle.
-
Developing capacity in M&E to complement other components planning processes, and institutionalising these at various management levels in the ASAL areas.
